The Hospital Preparedness Program (HPP) enhances the ability of hospitals and health care systems to prepare for and respond to bioterrorism and other public health emergencies.  Current program priority areas include interoperable communication systems, bed tracking, personnel management, fatality management planning and hospital evacuation planning.  During the past seven years HPP funds have also improved bed and personnel surge capacity, decontamination capabilities, isolation capacity, pharmaceutical supplies, training, education, drills and exercises.

Hospitals, outpatient facilities, health centers, poison control centers, EMS and other healthcare partners work with the appropriate state or local health department to acquire funding and develop healthcare system preparedness through this program.  Funding is distributed directly to the Health Department of the State or political subdivision of a State (cities and counties are considered political subdivisions of States).

Program Priorities

Overarching Requirements

The following components must be incorporated into the development and maintenance of ALL capabilities that are funded by the States and jurisdictions:

  1. Meet the 14 required National Incident Management System (NIMS)/SEMS elements for hospitals.

  2. Conduct an ongoing education and preparedness training program 

  3. Conduct ongoing exercises, prepare AARs, and implement corrective action plans 

  4. Plan to address the needs of special populations in emergency planning and response activities

Required Funding Capabilities

The following capabilities MUST be prioritized and funded during the FY 2009 budget period by all award recipients:

  1. Maintain/develop Interoperable Communications Systems

  2. Expand development of Partnerships/Coalitions (required Priority Project

  3. Expand participants and activities in HPP Planning to achieve comprehensive partnerships

  4. Complete plans that identify the processes partners will use to request and share assets, personnel and information during emergencies

  5. Integrate local emergency medical services agencies into local partnerships

  6. Continue healthcare facility expansion and development of ACS plans (required Priority Project 2)

  7. Complete medical evacuation/shelter in place plans (required Priority Project 3)

  8. Implement tracking of hospital bed availability including participation in statewide bed tracking drills

  9. Implement Disaster Healthcare Volunteers of California

  10. Complete healthcare facility fatality management plans

 

Optional Funding Capabilities

The following program capabilities have been funding priorities in previous years. If funding permits, the following capabilities may be prioritized after the required funding capabilities, mentioned above, during the FY 2009 budget cycle:

  1. Develop/maintain pharmaceutical caches

  2. Purchase personal protective equipment

  3. Purchase decontamination equipment or develop decontamination plans

  4. MRC activities
